Glasgow Charity under OSCR investigation enters provisional liquidation

The Pollokshields Development Agency, a Glasgow-based charity, is now in provisional liquidation following ongoing concerns regarding its governance and financial management.

Companies House filings reveal the charity's cash reserves dropped from £66,651 from March 2023 to £672 by March 2024.

The organisation has been under investigation since May 2023 by the OSCR, the Scottish charity regulator after concerns over the sudden removal and appointment of trustees and the safeguarding of the charity's financial assets.

The charity's bank accounts were frozen during the initial investigation but this restriction was lifted in August 2023 after the regulator no longer considered it necessary.

On 27 May, 2025 an appointment of a provisional liquidator was made by the court in Glasgow.
This process removes control from the trustees and places the charity's operations under the authority of an independent liquidator tasked with reviewing financial conduct and reporting to creditors and regulators.

The full OSCR report is still waiting for publication, however, a spokesperson for the regulator said: “As stated on the Register of Companies for Pollokshields Development Agency, a provisional liquidator has been appointed to this charity. This was not as a result of OSCR’s inquiry, which is ongoing.”

The charity has been approached for comment.
