Regulator appoints interim managers to sell charity’s properties

The Charity Commission has appointed interim managers to run an under-investigation community charity and sell its properties.

Charles Turner and Emma Mifsud of Opus Business Advisory Group LLP have ben drafted in to run CG Community Council “to the exclusion of the charity’s trustee”, who is listed on the charities register as Peter Allan Sealey. He had been appointed in November two years ago.

The interim managers are tasked with “disposing of the charity’s properties in a way they consider is in the best interests of the charity and its beneficiaries”.

They will also assess the charity’s financial viability and be responsible for its day to day management and administration, including collecting and banking any rents that it is due.

The regular issued the charity with an order to prevent it selling 16 properties it owns. This was made as it launched a statutory inquiry amid concerns around its properties and governance.

Of concern is the charity recording no income or spending in its annual return for the financial year ending March 2023 and a failure to submit its returns for the following financial year. Once submitted at the end of last year these also recorded no income or spending as did its accounts submitted for the year ending March 2025.

The charity has provided support and activities for older people and children in Croxteth in Liverpool since the 1960s,
