The
Charity Commission has published a new report into the future of governance
in the sector, following a seminar attended by representatives of leading
groups.
The "Looking forward to better governance" study carries ideas
for the better regulation of larger charities from a seminar hosted by the
Charity Commission, Audit Commission and Home Office Active Communities
Directorate in October 2003.
The seminar brought together over 50 representatives from some of England
and Wales' largest charities, and the report considers recent changes, emerging
trends and their implications for regulation, building effective trustee
boards and charities' governance arrangements.
John Stoker, Chief Charity Commissioner, says: "Today's report will hopefully
give a flavour of the discussion and debate that surrounded the seminar.
It begins to answer some of the burning questions surrounding this topical
issue."
Topics in the report include:
- self-regulation: what standards should large charities achieve?
- where will charity trustees come from and how will they be rewarded?
- governance: Flavour of the month or added value?
- building accountable and transparent partnerships
- the role of the board in the 21st century
The Charity Commission's own role also came under scrutiny, contributing
to its ongoing review of its regulatory approach towards very large charities.
