CONFUSION OVER FUNDRAISING PLANS MUST END SAYS COMMISSION 16/12/03
 
The Charity Commission has urged the government to ensure there is clarity in any new regulation developed for public collections.

In its response to the Active Community Directorate's (ACD) consultation, the Commission addresses the current confusion over issues such as:
- criteria for local authorities to ensure only bona fide organisations are authorised for public collections;
- issues of 'public nuisance' and over-competition for collection space;
- ensuring the proceeds of collections are safeguarded for the purposes for which they were collected; and
- the definitions of 'public places' as opposed to 'private places' and the effect this has on license requirements

The Commission's response recognises the need to offer local councils and licensing agencies a proportionate and pragmatic approach, ensuring public confidence without overburdening licensing bodies.

Its director of policy and strategy, Rosie Chapman, says: "We have taken a common sense approach to public collections, based on our experience of the problems encountered by local authorities, fundraisers and the donating public.

"It is important to get the right balance between establishing a consistent national framework and ensuring local effort and imagination can still flourish."

The Commission has also contributed to the Buse Commission's consultation on self-regulation proposals for fundraisers.
