Local authorities in breach of the Compact face increased pressure from
the National Council for Voluntary Organisations (NCVO), which has announced
it is seeking extra funding for its Compact Advocacy Programme (CAP).
Currently, CAP’s
remit only covers monitoring Compact compliance in central Government
departments and agencies. If the new funding is secured it will be extended
to voluntary organisations that have experienced unfair treatment by their
local authority or other local government funders.
Millie Barrett, CAP
officer, said: “We know that when used the Compact agreement really
does improve relationships between the Government and voluntary organisations.
While CAP has enjoyed some success at helping improve Compact compliance
at a national level we are acutely aware that most statutory relationships
are at a local level. It is clearly time for us to start taking on cases
brought to our attention by local voluntary organisations.”
Since the programme
was launched almost two years ago, CAP has launched a website to help
organisations identify breaches, has produced the first of a series of
reports on Compact compliance in specific government
