The
Charity Commission has published a policy statement highlighting the key
considerations for charities that deliver public services.
The statement outlines legal principles that must be followed, points to
inform best practice and sets out the Commissions position, which it says
neither encourages nor discourages charities from delivering public services.
The Commission said that while the government is encouraging charities to
take on a greater role in public service delivery, it was vital that charities
first considered whether it was in the best interests of their beneficiaries
to do so. It particularly highlighted the fact that charities must not allow
their independence to be compromised when undertaking to deliver public
services, and confirmed that charities should always aim to recover the
full cost of delivering services for public authorities wherever possible.
