| The
third sector’s ability to thrive as a public service
provider in the future will hinge on the quality of charity
leadership, not governmental policy initiatives, according
to chief executives’ membership body Acevo.
A new research report, compiled by Acevo and Futurebuilders,
has shown that although commissioning is presenting a challenge
to third sector providers, it is the leadership at the top
that is determining success. The report sets out a ‘leadership
framework’ for chief executives to help them meet
these challenges.
“Combining a strategic perspective and clear vision
with opportunism and resilience, some third sector leaders
are already thriving in the public service market,”
Seb Elsworth, head of policy at Acevo, said. “The
third sector’s ability to drive public service reform
will depend on our ability to create and develop future
leaders in this mould.”
Richard Gutch, chief executive of Futurebuilders England,
said the research showed there was room for improvement
within charities if they were to get the most out of the
commissioning environment. “We have developed a new
framework that spells out the kind of behaviours and skills
needed to get the best results in public service planning,
commissioning and delivery. Now is really the time for leaders
in both sectors to turn rhetoric into reality,” he
said.
The report came as the Futurebuilders funding pot was increased
by the Cabinet Office by £25 million, bringing the
total fund to £150 million. The additional money will
support the delivery of the fund until March 2008. The Cabinet
Office is already re-tendering a second phase of the fund
for 2008/11.
