The aim of the study is to establish whether voluntary
and community organisations feel regulation is a burden and to investigate
whether over-regulation is stifling innovation and creativity. It is felt
that too much red tape could have a negative effect on the sector’s
ability to deliver services and adapt to changing social needs.
Examining regulators from across the charity and other
sectors, the study will focus on how, if at all, regulation can be improved.
David Arculus, chair of the BRTF, said: “Whilst
some regulation in the sector is necessary, we would like to see all regulation
of voluntary and community organisations accord with our five principles
of good regulation. In particular, we want to ensure that regulation on
the sector is proportionate and does not discourage the efforts of charitable
entrepreneurs to help those in need.”
