The National Council for Voluntary Organisations (NCVO) has asked the Government
to introduce a five-year spending plan to support the ChangeUp infrastructure.
The request is one
of a number in a letter sent to the Chancellor, stating the commitments
the organisation would like the Government to make within the Comprehensive
Spending Review (CSR), which is due to be announced on Monday.
The NCVO are concerned
that without long-term investment, the development of ChangeUp, the Government’s
Capacity Building Infrastructure Framework for the Voluntary and Community
Sector, is unsustainable.
“We believe
it is critical that the Government demonstrates its commitment to the
voluntary sector with both ongoing financial support and a long-term strategy
to ensure that the vision of the cross cutting review can be achieved
and sustained,” it says.
The NCVO has also
called for further on-going financial support for Futurebuilders, beyond
its three-year lifespan, support that it says is necessary if the quantity
and quality of service delivery by the sector is to grow. However, it
has been suggested that this need only continue until there is proof that
a cultural change is occurring, “not least amongst local purchasers”
