Lack of knowledge hindering Gift Aid take-up 31/03/08
 
Low awareness of how Gift Aid actually works and a lack of knowledge of how to administer it are two of the key barriers to Gift Aid take-up, according to a new report.

Jointly published by HMRC and the Charities Aid Foundation Key Barriers to the Adoption of Gift Aid was undertaken with a view to improving Gift Aid take-up, particularly relevant after 2011 when the reduction in the basic rate of tax will start hitting Gift Aid on donations.

According to Richard Harrison, CAF’s director of research, the study found that there were a number of barriers which can prevent charities from claiming, or fully utilising, the tax benefit. “These begin with the simple issue of low awareness of how Gift Aid works and knowledge of how to administer it,” he said. “For smaller charities a lack of dedicated resource is a serious issue making it hard for them to provide HMRC with a named contact to deal with Gift Aid. In addition, charities are often over-regulating themselves for fear of getting the rules wrong.”

Financial secretary to the Treasury, Jane Kennedy MP, said: “The research complements many of the measures announced in the Budget to promote uptake of Gift Aid, including improvements to auditing, work to bring more smaller charities into Gift Aid, and the launch of new targeted guidance and marketing tools.”
