Sector leaders attended a meeting with the Financial Secretary
to the Treasury, Stephen Timms, to discuss proposals for
further progress on gift aid reform and to address the issue
of irrecoverable VAT.
Stuart Etherington from NCVO, ACEVO's Stephen Bubb, Lindsay
Boswell form theInstitute of Fundraising, Keith Hickey form
the Charity Finance Directors' Group and John Low, Charities
Aid Foundation all were in attendance.
The group entered into a discussion with the financial
secretary and his officials, with the Treasury confirming
they will look to complete research into the issue of gift
aid and higher rate tax payers and be in position to consider
possible changes before the 2010 budget, to support the
sector at what is likely to be the full depth of the recession.
The group also agreed to enter into further discussions
with officials concerning matching grant schemes for unrecoverable
VAT charges for organisations involved in joint ventures
and shared services.
The group will put forward a series of test cases to the
Treasury in order to extract general principles.

these important issues."
