This should include the purpose of using the web technology in question, which can include increasing effectiveness of communication, improving assistance to end users, providing information, fundraising, etc. Also detail how the particular technology was chosen.

This should include detail of the effectiveness of the technology, the timescale involved from conception to implementation, and the overall cost - this can be as a measure of ROI or similar.
